Bali villa building permit or IMB is basically a government issued permit that allows the construction of a building on a specific plot in Indonesia. The document states the buildings registration and defines the purpose of the building (residential or commercial).

It is quite frankly the most important document to have to be able to build anything on a piece of land in Indonesia. If you are planning to rent out a plot that already has existing structures such as a villa or a shop you should ensure that an IMB is issued for that specific piece of land.

How to get the IMB?

It is illegal to start any construction on a piece of land that does not have an IMB issued. After you leased the land you want be sure to start the process of obtaining an IMB if you wish to start construction.

Bali villa building permit is issued at government offices like the Department of Town Planning and Settlements (Dinas Cipta Karya or Dinas Tata Ruang Kota dan Pemukiman). With every IMB issued comes a metal plate that is required to be attached on the building that is going to be built on the plot in a visible place.

These documents are required to be able to request an IMB:

  • A relevant survey plan included in a land certificate.
  • Soil test will be needed for the engineer to measure the right foundation for the area.
  • Proper zoning of land on which the building is planned and whether it is commercial or residential.
  • Appropriate detailed drawings of the planned building complying with local building regulations.
  • Structural and services drawings
  • A signed permission agreement of all neighboring property owners.

Note: some Indonesians do not speak fluent English so it would be a good idea to have a translator or an Indonesian person with you when visiting government offices or signing legal documents.

Other things your need to start construction

Also before you start building you have to get required signatures from the local region administrators. They are called Banjars. It is not recommended to start construction before you get these signatures. You landlord can assist on getting these signatures.

What is more, before starting construction you are recommended to have local ceremonies to cleanse the land from bad spirits. This is a Balinese tradition and it is recommended that you do this. Usually one ceremony before construction and one after is enough.

Once you summitted all the needed document for IMB Permit, acquired the signatures from your local administrators and did the ceremony, you can begin construction. You can begin construction while IMB is processing, because it can take up to 6 months to get confirmation. But as long as you submitted these all document you can start building you villa.

Cost for Bali Villa Building Permit (IMB) varies by location, but you can expect to pay about 1500$-2000$ for one villa. That does not includes the documents mentioned before like: topography/surveying drawings, structural/design drawings, soil test.
